But the total bill also includes charges that may be:
- Subject to 12% VAT;
- Zero-rated because the electricity was generated from qualified renewable energy;
- Exempt because the power was generated using qualified indigenous natural gas or aggregated gas;
- Government-mandated charges on which no output VAT is imposed;
- Discounts, credits, refunds, prior balances, or payment-related adjustments; or
- Charges computed using different billing units, such as pesos per kilowatt-hour, pesos per kilowatt, or fixed monthly amounts.
This is why the VAT shown on a correctly unbundled bill may be substantially less than 12% of the total amount due.
The safest way to compute the VAT
1. Find the detailed billing and VAT sections
Check both sides or all pages of the bill. Look for entries such as:
- Generation VAT;
- Transmission VAT;
- System Loss VAT;
- Distribution VAT;
- Supply or Metering VAT;
- Other VAT; and
- Total VAT.

If the bill already gives the VAT amount for each component, add those amounts:
Total VAT = Generation VAT + Transmission VAT + System Loss VAT + Distribution VAT + Other applicable VAT
Do not add another 12% after doing this.
2. If the bill gives a VAT rate per kilowatt-hour
For an ordinary residential account, use:
Component VAT = Billed consumption in kWh × Component VAT rate per kWh
For example, if consumption is 250 kWh and the bill states a Generation VAT rate of ₱0.3800 per kWh:
250 kWh × ₱0.3800 = ₱95.00 Generation VAT
Repeat the process for the Transmission VAT and System Loss VAT rates shown on the bill.
Commercial and industrial accounts may also have demand-based charges expressed in pesos per kilowatt. Use the billing determinant printed for that charge rather than substituting kWh.
3. If a line is stated as VAT-exclusive
Multiply only the taxable amount by 12%:
₱400.00 × 12% = ₱48.00 VAT
This method commonly applies to a separately identified VAT-exclusive distribution, supply, metering, or other taxable charge.
4. If a taxable amount already includes VAT
Do not multiply it by 12%. Extract the VAT instead:
VAT = VAT-inclusive amount × 12/112
For a fully taxable VAT-inclusive charge of ₱1,120:
₱1,120 × 12/112 = ₱120 VAT
The VAT-exclusive base is ₱1,000.
This formula is valid only if the entire amount being tested is taxable. It should not be applied to the bill’s grand total when that total includes exempt or non-VAT charges.
5. For a mixed generation charge, use only the taxable portion
A distribution utility may obtain electricity from several sources. Some generation may be subject to 12% VAT, while some may be zero-rated or exempt.
The correct formula is:
Generation VAT = Taxable portion of generation charge × 12%
Consumers ordinarily should use the utility’s published Generation VAT rate or stated Generation VAT amount because the bill may not disclose enough supplier-level information to reconstruct the taxable mix independently.

Assume a household used 250 kWh and its bill shows the following illustrative figures:

Charges that generally should not have output VAT
BIR Revenue Memorandum Circular No. 116-2024, as amended by RMC No. 60-2026, identifies the following government-mandated charges as not subject to output VAT:
- Energy Tax under Batas Pambansa Blg. 36;
- Universal Charges under Section 34 of the Electric Power Industry Reform Act;
- Benefits to Host Communities;
- Feed-in Tariff Allowance or FIT-All;
- National and local franchise taxes;
- Real property tax passed through under the applicable ERC rules;
- Lifeline Subsidy; and
- Green Energy Auction Allowance or GEA-All.
Exclude these identified line items when manually building the 12% taxable base.
Do not assume that every item described as a subsidy, adjustment, or pass-through charge is automatically free from VAT. Check its exact label and the current ERC-approved billing schedule.
Important zero-rated and exempt generation
Renewable-energy power is zero-rated
The sale of power or fuel generated through renewable sources—such as biomass, solar, wind, hydropower, geothermal and steam, and ocean energy—is generally subject to 0% VAT. The zero rate applies to the qualified sale of renewable power or fuel, not automatically to separate plant operation or maintenance services. This treatment appears in BIR Revenue Regulations No. 13-2018 and the Renewable Energy Act of 2008.
Zero-rated does not mean the transaction falls outside the VAT system. It means no output VAT is charged on the qualified sale.
Qualified indigenous-natural-gas power is VAT-exempt
Section 38 of the Philippine Natural Gas Industry Development Act exempts qualified purchases and sales of indigenous natural gas, aggregated gas, and power generated using them. BIR Revenue Regulations No. 2-2026 implements the exemption and requires the relevant DOE documents and certifications.
For aggregated gas, the exemption applies only to the portion attributable to indigenous natural gas. Gas composed entirely of imported liquefied natural gas is not “aggregated gas” for this exemption.
This exemption affects the qualified generation or ancillary-service portion. It does not automatically make unrelated transmission, distribution, system-loss, supply, or metering charges VAT-exempt.
Adjustments may appear in a later bill
Under RMC No. 116-2024, distribution utilities, electric cooperatives, and retail electricity suppliers must provide suppliers with certifications of zero-rated or exempt transactions on or before the fifth day of the month following the invoice period. Suppliers then issue the necessary adjustment documents.
That fifth-day requirement is an industry billing procedure, not a filing deadline for household consumers. It can, however, explain why a credit, negative VAT adjustment, or correction appears in a later billing period.
Discounts do not automatically erase all VAT
A lifeline benefit, senior-citizen utility discount, or similar concession should be applied according to its own eligibility and billing rules. It is not a blanket declaration that every electricity charge on the account is VAT-exempt.
For example, the Lifeline Subsidy collected as a government-mandated charge is itself on the BIR’s non-output-VAT list. That is different from determining how a qualified beneficiary’s discount affects the remaining charges on a particular bill.
Use the actual discounted bases and VAT entries printed on the corrected bill. Do not calculate VAT from the undiscounted grand total or assume that personal eligibility automatically changes the tax treatment of every component.

Use this checklist:
- Confirm that the present and previous meter readings produce the billed consumption.
- Check whether the reading is actual or estimated.
- Match the billed kWh against the consumption used in every per-kWh VAT calculation.
- Multiply the exact VAT rates shown on the bill before rounding.
- Apply 12% only to charges clearly identified as VAT-exclusive and taxable.
- Exclude identified government-mandated, zero-rated, and exempt components.
- Add the separate VAT amounts and compare the result with “Total VAT.”
- Check for credit memos, negative VAT, prior-period adjustments, refunds, and reversals.
- Keep previous balances, penalties, deposits, and payment adjustments outside the current-period electricity VAT calculation unless the bill expressly identifies a taxable component.

First, recalculate using the bill’s exact component rates. Then contact the distribution utility, electric cooperative, or retail electricity supplier in writing and request:
- The VAT-exclusive taxable base for each component;
- The exact Generation, Transmission, System Loss, Distribution, and Other VAT calculations;
- The ERC-approved rate schedule used for the billing period;
- An explanation of any zero-rated or VAT-exempt generation;
- Details of any prior-period or negative-VAT adjustment; and
- A corrected invoice if the tax amount or invoice information is wrong.
Raise the issue before the printed due date when possible. A complaint does not, by itself, establish that the bill is incorrect or change its due date. Obtain written confirmation of any billing hold, payment arrangement, or protection from disconnection.
If the utility does not resolve the matter, follow the ERC’s official Consumer Complaint Filing Procedures. Preserve proof that the issue was first raised with the utility, together with its response or evidence that it failed to respond.
