Quick answer
Use the BIR registration form that matches your taxpayer category, and use Form 1905 to update, correct, transfer, or cancel an existing registration. A Taxpayer Identification Number (TIN), a TIN ID, and a Certificate of Registration (COR) serve different purposes. Having a TIN alone does not establish that your business activities and tax obligations are properly registered.
Keep your existing TIN when changing jobs, starting a sole proprietorship, or updating personal information. If you may already have a TIN, verify it with the BIR before applying again.
Two current changes deserve attention: the ₱500 annual registration fee has been abolished, and covered online businesses must comply with the BIR Registration Seal Badge display requirement by 31 October 2026 under the latest extension. That extension concerns badge display; it does not extend the deadline to register a business. bir.gov.ph
Which BIR registration form should you use?
The BIR released revised registration forms marked October 2025 (ENCS) through Revenue Memorandum Circular (RMC) No. 97-2025. Download forms from the official BIR forms directory, rather than relying on old copies circulating online.
FormMain purpose1901Registration of self-employed individuals, sole proprietors, professionals, mixed-income earners, nonresident aliens engaged in trade or business, estates, and trusts1902Registration of individuals earning purely compensation income1903Registration of corporations, partnerships, cooperatives, associations, and covered government entities1904TIN registration for one-time taxpayers and persons registering under Executive Order No. 98 to transact with government offices1905Registration information updates, corrections, transfers, and cancellations1906Application for Authority to Print invoices1900Application for a permit to use loose-leaf books, invoices, and other accounting records
Form 1904 is not a substitute for business registration. Similarly, an employee who begins freelancing must address the new business activity even if an employer previously obtained their TIN. bir-cdn.bir.gov.ph

The BIR recognizes both physical TIN cards and Digital TIN IDs. A taxpayer with a valid Digital TIN ID does not also need a physical card. ORUS-generated IDs can be authenticated through their QR codes. bir-cdn.bir.gov.ph
Since April 2026, the Digital TIN ID has also been available through the eGovPH app. An ID accessed through its Mobile ID Wallet must be presented and verified within the app while it is active; its verification method differs from an ORUS-generated ID. bir-cdn.bir.gov.ph
A DTI business-name certificate or SEC registration does not replace BIR registration. Each agency’s document serves a different regulatory purpose.
When must you register?
Section 236 of the National Internal Revenue Code, as amended by the Ease of Paying Taxes Act, Republic Act No. 11976, sets these registration triggers:
Employees: within ten days from employment.
Businesses and professionals: on or before commencement of business.
Other applicable taxpayers or transactions: before paying the tax due or upon filing the required return, statement, or declaration.
These are category-specific rules, not deadlines from which every taxpayer may freely choose. Supreme Court E-Library
RMC No. 91-2024 explains that commencement of business is reckoned from the first sale or the lapse of 30 calendar days from issuance of the relevant LGU, DTI, or SEC document, whichever comes first. Relevant documents include a mayor’s permit, professional or occupational tax receipt, DTI business-name certificate, or SEC registration certificate.
Do not treat the 30-day rule as permission to begin selling without BIR registration. An earlier first sale brings the registration obligation forward. bir-cdn.bir.gov.ph
Where and how to submit your application
Start through the BIR’s official website and select the service appropriate to your transaction.
Available registration channels include:
ORUS: online registration and supported updates.
NewBizReg: an alternative business-registration submission channel.
Taxpayer Registration-Related Application portal: specified registration transactions submitted electronically through the relevant RDO’s email.
Philippine Business Hub: registration services within its supported workflow.
The appropriate Revenue District Office: manual applications where applicable.
Not every transaction is available through every channel. An account created online is also not, by itself, proof that registration has been completed. bir-cdn.bir.gov.ph
Under Revenue Regulations (RR) No. 7-2024, business registration generally follows the business address or head office; employees generally register according to residence. Branches and facilities have their own registration requirements. Special categories, including certain nonresident taxpayers, follow specific jurisdiction rules. bir-cdn.bir.gov.ph
Prepare documents for the actual transaction
Use the BIR’s Checklist of Documentary Requirements, together with later issuances that amend a particular procedure.
For an ordinary self-employed registration, the checklist includes the applicable form, identification and address evidence, and arrangements for compliant invoices. Additional documents depend on the circumstances—for example, a DTI certificate if using a registered business name, professional credentials, or authority for a representative.
Do not assume a professional, corporation, employee, and online seller must submit identical documents. Incomplete applications may be returned without processing. 2025
If ORUS fails
Save a screenshot showing the error and when it occurred. RMC No. 91-2024 allows manual processing at the RDO when supported by proof of an ORUS technical problem. Proof is unnecessary when the BIR has issued an advisory confirming unavailability. An alternative portal may also be used if it supports the transaction. bir-cdn.bir.gov.ph
How to update registration information
Use Form 1905 or the supported electronic workflow for the particular change. The current form covers matters including:
Registered name, trade name, address, or contact details.
Civil status.
Business activities and lines of business.
Tax types and their effective dates.
Accounting period and certain incentive details.
Replacement of registration documents.
Business closure or cancellation.
An update to DTI, SEC, employer, bank, or marketplace records should not be assumed to update the BIR record automatically. bir-cdn.bir.gov.ph
Supporting evidence must match the change. For example, the BIR checklist identifies a marriage contract or relevant court order for civil-status changes, and documents bearing the new business address for an address change within the same RDO. A request concerning continued use of existing invoices may also be necessary. 2025
After submission, check the resulting record or certificate. Confirm the spelling of names, address, branch information, registered activities, and tax types. Request correction promptly if the output differs from the documents submitted.
Transferring to another RDO
Business taxpayers generally submit the transfer application to the current RDO, then secure the new COR from the receiving RDO.
Open cases do not automatically prevent transfer. Under RR No. 7-2024, cases generally move for settlement at the new RDO, but an audit already initiated remains with the investigating RDO.
A nonbusiness taxpayer starting a business under another RDO follows a different route: the business-registration application is submitted directly to the RDO covering the business address. bir-cdn.bir.gov.ph
For business transfers, also resolve how unused invoices will be handled. The current Form 1905 instructions address inventory lists, approval for continued use, and documents submitted to the old and new RDOs. Do not simply overwrite the address on existing invoices. bir-cdn.bir.gov.ph
Updating VAT status requires more than changing a label
VAT registration depends on the law and your transactions, not solely on the wording printed on an old COR.
The general VAT-exemption threshold is ₱3 million, subject to the statutory adjustment mechanism. RR No. 3-2024 implements adjustment every three years using the Philippine Statistics Authority’s Consumer Price Index. Transaction-specific exemptions and special registration rules must also be considered. bir-cdn.bir.gov.ph
Mandatory registration can arise from relevant sales during the preceding 12 months or reasonable expectations for the next 12 months. Conversely, falling below the threshold does not automatically cancel an existing VAT registration.
Cancellation requires the prescribed application and satisfaction of the legal conditions. Voluntary VAT registration generally carries a three-year restriction on cancellation. Section 236 provides that VAT-registration cancellation takes effect on the first day of the following month. Obtain confirmation of the applicable effective date before changing invoices or stopping VAT returns. lawphil.net
Fees, lost certificates, and older CORs
The ₱500 annual registration fee is no longer collected
The BIR stopped collecting the ₱500 annual registration fee from 22 January 2024, for both new and existing businesses. Taxpayers are no longer required to file Form 0605 merely to pay that abolished fee.
An existing COR remains valid even if it still lists the registration fee. Replacement solely to remove that entry is optional. Other changes to registration information must still be addressed. bir-cdn.bir.gov.ph
Other charges may still apply
Abolition of the annual fee does not eliminate documentary stamp tax or invoice-printing costs. The BIR’s registration checklist specifies ₱30 documentary stamp tax on the COR. 2025
For a lost COR, the current Form 1905 instructions require an affidavit of loss and specify the ₱30 documentary stamp tax for replacement. Keep a copy of the replacement request and payment evidence. bir-cdn.bir.gov.ph
Online businesses: check the 2026 Registration Seal Badge rules
RMC No. 38-2026 introduced the BIR Registration Seal Badge for online display in place of the full COR or eCOR. Coverage extends beyond sellers of goods to covered online service providers and monetized digital activities, including content creation.
Post the badge clearly and accessibly on the relevant business website, seller profile, shop, or platform page. Preserve its design and readability. The circular does not require publication of the entire registration document.
For verification, scan the QR code and check that it leads to the official BIR verification address: verify.bir.gov.ph/correspondence/. A convincing image or QR code alone is insufficient. bir-cdn.bir.gov.ph
If no registration details need changing, RMC No. 64-2026 provides an ORUS route: synchronize the registration record, open Certificates and Permits, and download the latest COR with QR code and badge. The circular requires payment of the ₱30 certificate documentary stamp tax and retention of payment proof. bir-cdn.bir.gov.ph
The current compliance extension ends on 31 October 2026. RMC No. 99-2026 allows covered taxpayers until then to comply without penalties arising solely from failure to display the badge. It does not excuse unregistered operations or other tax violations. bir-cdn.bir.gov.ph
Closing a business: distinguish cancellation from tax clearance
Closing a shop, ending freelance work, or retiring a business with the LGU does not by itself document BIR cancellation.
Section 236 provides for cancellation upon filing the prescribed registration-update application, while preserving the BIR’s authority to audit tax liabilities. Cancellation therefore does not erase unpaid taxes. Supreme Court E-Library
The current specific procedure is RMC No. 47-2026:
Submit Form 1905 and complete requirements to the registered RDO through a permitted channel.
Surrender unused accounting forms and applicable original BIR certificates and permits manually. VAT taxpayers must also submit ending inventory; representatives need appropriate authority.
File final or short-period returns and required zero returns.
Upon complete submission, tax types are marked inactive or deregistered; further nonfiling penalties do not accrue.
For qualifying taxpayers with preceding-year gross sales not exceeding ₱3 million, or assets upon retirement not exceeding ₱8 million, clearance is due within three working days if no liabilities remain, or five working days following complete submission and settlement.
Pending audits and taxpayers exceeding both thresholds follow the audit route before clearance. The stated processing period is 20 working days after complete submission and payment of outstanding liabilities.
Completion requires the business status to become closed; nonindividual taxpayers subsequently undergo TIN cancellation.
These are conditional processing periods, not promises that every closure finishes immediately. bir-cdn.bir.gov.ph
How to check whether an application or update is complete
Use a simple verification process:
Keep the reference number. Save the transaction acknowledgment, receiving stamp, or official email.
Identify the missing output. Ask whether you are awaiting document validation, a corrected COR, transfer confirmation, or closure clearance.
Follow up through the submitting channel or responsible RDO. Include the reference number, submission date, and specific request.
Check the result against your application. A receipt acknowledgment establishes receipt; it does not necessarily establish that every requested change appears correctly in the system.
For TRRA applications, the portal states that the concerned RDO sends an email acknowledgment from its official address. Its current menu also identifies which transactions it supports. web-services.bir.gov.ph
If told that requirements are missing, ask for the specific deficiency and applicable checklist. Avoid repeatedly submitting new applications without explaining the earlier reference, as this can make reconciliation harder.
Evidence to preserve and mistakes to avoid
Keep a secure file containing:
Submitted forms and attachments.
Received copies, reference numbers, and official correspondence.
Old and corrected certificates.
Payment confirmations.
ORUS error screenshots and relevant BIR advisories.
Invoice inventories and surrender acknowledgments.
Closure documents, final returns, and clearance.
Common mistakes include applying for another TIN because the old number was forgotten; treating an employee TIN as completed business registration; using obsolete forms; assuming an email acknowledgment proves completion; and stopping returns merely because there were no sales.
Seek prompt help from the responsible RDO, a qualified accountant, or a Philippine tax lawyer if you discover duplicate TINs, receive an assessment or enforcement notice, face an unresolved VAT-status issue, or have a closure application involving an audit or substantial liabilities. Preserve the notice and its actual receipt date so any response deadline can be assessed.
Frequently asked questions
Do I need a new TIN when I change employers?
No. Use the existing TIN and make any necessary registration updates. Verify an uncertain number with the BIR before requesting issuance. etinquery.bir.gov.ph
Does a Digital TIN ID prove that my business is registered?
No. It establishes TIN ownership and identity, subject to verification. Business registration and the applicable tax types must be checked separately. bir-cdn.bir.gov.ph
Must I replace my COR because it has no QR code?
RMC No. 38-2026 does not require replacement solely because an existing COR lacks a QR code. Covered online businesses must nevertheless obtain and display the Registration Seal Badge. bir-cdn.bir.gov.ph
Is Form S1905 the same as Form 1905?
No. S1905 is the Registration Update Sheet used in the specified email-update workflow, including preparation for ORUS access. Form 1905 is the broader application for registration updates, corrections, and cancellations. Follow the form required for your transaction. bir-cdn.bir.gov.ph
Must manual books of accounts be replaced every year?
No. RMC No. 91-2024 says new manual books are not required annually. Subsequent manual books must be registered before use. For new businesses, registration must precede the deadline for the initial quarterly or annual income-tax return, whichever comes earlier. bir-cdn.bir.gov.ph
