Quick answer
To obtain a First-Time Jobseeker Certificate, request it from the barangay where you reside, establish your eligibility, and execute the barangay’s Oath of Undertaking. The barangay certification is free.
Present the original certification when applying for covered government documents needed for employment. Under Republic Act No. 11261, or the First Time Jobseekers Assistance Act, qualified applicants may obtain these documents without paying the covered government fees. The certification is valid for one year from issuance, and the benefit generally covers one free copy of each covered document or transaction, rather than unlimited copies. Supreme Court E-Library
What the certificate does
The certificate proves that you qualify for the law’s fee exemptions. It does not replace an NBI clearance, police clearance, birth certificate, medical certificate, or other employment requirement. You must still apply to the agency that issues each document and satisfy its identification and processing requirements.
The law covers documents required for employment in the Philippines or abroad, subject to specific exceptions. It does not guarantee employment or waive an employer’s lawful qualification requirements. See Republic Act No. 11261. Supreme Court E-Library
Who qualifies?
The implementing rules require an applicant to be:
- A Filipino citizen;
- A first-time jobseeker;
- Actively looking for employment; and
- A resident of the issuing barangay for at least six months.
Eligibility is not limited to fresh college graduates. It can include high school and technical-vocational graduates, out-of-school youth, students on leave, and students seeking work while enrolled. CSC guidance also states that first-time jobseekers may qualify regardless of age; employment of minors remains subject to applicable child-labor rules. Department of Labor and Employment
Previous paid work needs careful disclosure
Being unemployed now does not automatically make someone a first-time jobseeker.
The 2023 Joint Operational Guidelines recognize paid work in both formal and informal employment. However, their definition of employment excepts entrepreneurs or business owners, independent contractors, and beneficiaries of government programs such as TUPAD, the Government Internship Program, and the Special Program for Employment of Students.
If you previously freelanced, helped in a family business, completed an internship, or joined a government employment program, explain the actual arrangement to the barangay. These labels alone do not establish eligibility. Do not sign a declaration that conceals previous work. naro.law.upd.edu.ph
The implementing rules also exclude beneficiaries of JobStart Philippines and other laws providing similar exemptions for the covered documents or transactions. issuances-library.senate.gov.ph
How to obtain the certificate
1. Contact your barangay before visiting
Ask specifically for the Barangay Certification for First-Time Jobseekers under RA 11261, together with the Oath of Undertaking. An ordinary barangay clearance may not contain the required certification of eligibility.
Confirm the barangay’s documentary checklist, office hours, and published processing time. Ask what it accepts as proof of identity and six months’ residence. Do not assume that another barangay’s checklist applies to yours.
2. Prepare documents supporting your identity and residence
Bring the documents the barangay identifies in its official checklist. Depending on that checklist, relevant supporting records may include an identification document, barangay records, or other evidence showing your address and length of residence.
If you recently moved or your identification shows an old address, explain this before applying. Do not use an address where you do not actually reside merely to obtain certification.
3. Execute the Oath of Undertaking truthfully
Read the undertaking before signing. It records your declarations and responsibilities under the program.
Under the implementing rules, the barangay administers the oath. The operational guidelines describe execution before the Punong Barangay or an authorized officer. Ask the barangay to arrange the required administration of the oath rather than assuming you must first pay a private notary. issuances-library.senate.gov.ph
4. Check the issued certificate
Before leaving, verify your name, address, issuance date, and eligibility statement. The prescribed certification should have the barangay’s official letterhead and dry seal and be properly signed.
Request correction immediately if any detail is wrong. Keep a clear scan or photograph of the certificate and undertaking, plus photocopies for agency submissions. The original remains important because agencies require its presentation. issuances-library.senate.gov.ph
Which documents can you obtain free?
The following are among the covered documents, subject to eligibility and the issuing agency’s requirements:
| Document | Important limit |
|---|---|
| Barangay certification and barangay clearance | Request them for first-time employment purposes. |
| Police clearance | Follow the relevant PNP application procedure. |
| NBI clearance | Identification, appointment, and verification requirements still apply. |
| Medical certificate from a public hospital | Required laboratory tests and medical procedures are not free under this exemption. |
| PSA birth and marriage certificates | Apply through the agency’s procedure for first-time jobseekers. |
| Academic records from covered public educational institutions | Coverage includes specified school records, transcripts, graduation or completion certificates, and diplomas. |
| TIN and specified government identification or eligibility documents | Existing registration and issuance requirements still apply. |
| Other covered government employment documents | Confirm that the requested document falls within the law and operational guidelines. |
The law expressly lists core documents, while the operational guidelines identify additional covered records and certificates. Inclusion in the law does not itself establish that a particular identification card or service is currently available for issuance. Supreme Court E-Library
For PSA documents, a published September 2025 regional Citizen’s Charter requires an original barangay certification, an Oath of Undertaking with a photocopy, and an acceptable identity document, among the applicable requirements. What is not covered?
The exemption does not cover fees connected with:
- A PRC professional licensure examination;
- A Philippine passport;
- DFA authentication or Apostille;
- A CSC Career Service Examination; or
- An LTO driver’s license application.
A CSC Certificate of Eligibility is different from an application to take the civil service examination: the former is among the covered documents, while examination fees are excluded. issuances-library.senate.gov.ph
The law also does not make private clinic services or private-school records free. Transport, photocopying, and separately charged delivery or service arrangements should not be assumed to be covered. Before ordering through an online or delivery channel, confirm whether it actually processes RA 11261 exemptions.
How to use the certificate
- List the documents you need. Obtain the employer’s checklist, if available, so you can prioritize applications.
- Check each agency’s official procedure. Confirm appointments, accepted identification, original-document requirements, and the first-time-jobseeker application route.
- Declare the exemption before paying. Present the original certificate and bring the undertaking and photocopies. Ask the receiving officer to process the application under RA 11261.
- Keep a record of each benefit used. Note the document, agency, application date, reference number, and release date.
- Report employment to your barangay. The rules require beneficiaries to report back after successfully obtaining employment. issuances-library.senate.gov.ph
Using the certificate for one covered document does not mean all other covered documents must be paid for. The one-time limitation operates alongside the rule allowing one free copy of each covered document or transaction. Additional or subsequent copies may be charged. Department of Labor and Employment
Validity, processing time, and replacement
The one-year period starts on issuance
The certificate’s one-year validity runs from its issuance date—not from graduation, your first interview, or your first use of the exemption. Plan applications within that period. Department of Labor and Employment
Do not assume that expiration allows a fresh one-year entitlement. Likewise, replacing a lost certificate should not be treated as restarting its validity or restoring benefits already used. Ask the issuing barangay how to document a replacement against its existing record.
Free processing does not mean immediate release
Follow the processing period in the agency’s Citizen’s Charter. The operational guidelines direct agencies to issue documents within their prescribed processing times and specify a maximum of three working days for simple transactions.
This does not promise same-day issuance for every document. Record verification, incomplete requirements, and the applicable transaction procedure can affect release. Apply early enough to address problems before an employer’s deadline. naro.law.upd.edu.ph
What to do if an office charges a fee or refuses the certificate
First, ask which requirement is missing or which legal exception applies. A charge for an excluded laboratory test is different from a charge for an otherwise covered certificate.
If the problem remains:
- Request the reason for refusal and its legal basis in writing.
- Keep copies of your certificate, undertaking, submitted requirements, appointment confirmation, assessment, and receipts.
- Record the office, transaction date, reference number, and the substance of the explanation.
- Submit a written complaint to the head of the agency concerned and retain proof of receipt.
Under the implementing rules, the agency head must act on the complaint within three working days. An unresolved matter may be referred to the Inter-Agency Monitoring Committee. The operational guidelines also require implementing agencies to maintain internal grievance procedures. issuances-library.senate.gov.ph

Common mistakes to avoid
- Requesting only a generic barangay clearance. Ask for the certification establishing eligibility under RA 11261.
- Assuming every unemployed person qualifies. Previous employment and program participation may matter.
- Waiting until the certificate is nearly expired. Agency appointments and verification may take time.
- Paying before requesting the exemption. Raise eligibility during the initial screening.
- Expecting unlimited free copies or free examinations. Both coverage and frequency have limits.
- Submitting false information or altering dates. Fabrication or falsification can result in liability under the Revised Penal Code; the applicable offense depends on the facts. Supreme Court E-Library
When to seek help urgently
Contact the agency supervisor and PESO promptly if a refusal threatens an imminent hiring deadline. Provide the employer’s written deadline and ask what lawful processing or interim documentation is available. An employer’s extension is discretionary, so request it early.
Seek legal assistance promptly if you are accused of falsifying a certificate or undertaking, someone has used your identity to claim benefits, or you are being asked to sign an inaccurate declaration. Preserve the original records and communications.
