Quick answer
To obtain an NBI clearance, apply through the official NBI clearance portal, complete your information, select a branch and appointment, pay the applicable charges, and attend for identity verification and biometrics. Eligible first-time jobseekers can obtain it free through the special application process.
To correct an error, contact the NBI clearance office with documents proving the correct information. A mistake in your application, an error in your birth certificate, and a criminal-record “hit” require different solutions. Do not alter the issued clearance yourself or assume that an online renewal will correct an existing mistake.
How to obtain an NBI clearance
1. Prepare your identification and personal information
Bring two original, valid government-issued IDs accepted by NBI. Common examples include a passport, driver’s license, and National ID. Check the identification choices and instructions in the official application system, particularly if you intend to use a certificate instead of a photo ID.
Prepare your complete name, date and place of birth, address, and parents’ details. Check spelling, middle names, suffixes, and birth details against your supporting records before submitting. The NBI clearance Citizen’s Charter specifies two valid government-issued identification cards. National Bureau of Investigation
2. Register, complete your profile, and book an appointment
Use an email address and mobile number you control. Enter your information carefully, select “Apply for Clearance,” identify the ID you will present, and choose an available branch and schedule.
Save the application reference number and payment instructions. Use only payment channels offered through the official transaction.
3. Pay the amount shown for your transaction
NBI’s published application guide states a ₱130 basic clearance fee, with an additional electronic payment service charge. Check the total before paying; delivery, when selected, may involve a separate charge.
Keep your payment confirmation and check whether the transaction has been marked paid. If payment has not appeared, preserve the receipt and request assistance before paying again.
4. Attend your appointment and check the information before printing
Bring your IDs, reference number, and proof of payment. NBI captures your photograph, fingerprints, and signature.
Read every displayed detail before confirming it. Report any mistake immediately. The official application guide explains the online application, payment, and branch procedures. National Bureau of Investigation
Who can obtain a free clearance?
Under Republic Act No. 11261, the First Time Jobseekers Assistance Act, NBI clearance is among the employment documents covered by the fee waiver. Being a first-time NBI applicant alone does not establish eligibility: the benefit concerns first-time jobseekers obtaining employment requirements. The law makes the benefit available only once. Supreme Court E-Library
Under the implementing rules, the applicant must be a Filipino citizen actively seeking employment for the first time and must have lived in the certifying barangay for at least six months. The benefit must be availed of within one year from issuance of the barangay certification and covers one copy of each covered document or transaction. It is not limited to college graduates. issuances-library.senate.gov.ph
Use the NBI first-time jobseekers portal. Prepare:
- The original barangay certification establishing your eligibility;
- The signed oath of undertaking; and
- Two accepted identification documents.
The certification should bear the barangay’s official letterhead, dry seal, and the signature of the Punong Barangay or authorized barangay officer. Official certification and undertaking forms are available through DOLE’s first-time jobseekers assistance page. National Bureau of Investigation
How to correct your NBI clearance information
If you discover the mistake before issuance
Check whether the relevant field can still be edited in your account. If it is locked, or you have already paid or completed biometrics, ask the NBI clearance help desk or processing branch how to proceed.
Identify the exact error: for example, an omitted second given name, incorrect birth date, or misspelled surname. Bring the record supporting the correction and ask whether NBI requires a fresh application or another processing step. Avoid creating multiple accounts or paying repeatedly without instructions.
If the clearance has already been issued
Keep the incorrect clearance intact. Present it to the issuing office or seek assistance from the NBI National Clearance and Identification Center (NCIC).
Prepare, as applicable:
- Your incorrect clearance and previous clearance;
- Valid identification;
- PSA-issued birth or marriage certificate;
- An annotated civil-registry record or relevant court order;
- Application and payment references; and
- A short written explanation identifying the incorrect entry and the requested correction.
These are supporting documents to prepare; the exact requirements depend on the entry and your circumstances.
Ask NBI to confirm whether it will correct and reissue the document or require a new application, and whether another official fee applies. Do not assume that every correction is free or completed on the same day.
In an official response concerning clearance-account corrections, NBI identified NCIC as the appropriate office and explained that the Freedom of Information platform is not designed to resolve transactional or system-related clearance concerns. Use the official NBI contact page for current assistance channels. foi.gov.ph
If your name or civil status has changed
A lawful change in personal circumstances is different from a typing mistake. Bring the documents establishing the change and ask NBI how your name, maiden name, married name, or aliases should be recorded.
Do not use unchanged-data renewal simply to reproduce a clearance containing outdated or incorrect information. Official Philippine Embassy guidance treats corrections involving names, surnames, gender, birth dates, and aliases as new applications in its overseas clearance procedure. The Philippine Embassy in New Zealand
If the underlying birth certificate is wrong
NBI cannot correct the civil register by changing your clearance.
Consult the local civil registrar or appropriate Philippine consulate about the source record. Republic Act No. 9048, as amended by Republic Act No. 10172, permits specified administrative corrections and changes. Other changes require judicial proceedings. The correct route depends on the entry and the nature of the requested change; not every discrepancy qualifies as a clerical error. See the PSA’s implementing rules for RA 10172. What if your application has a “hit”?
A hit means NBI needs to verify a possible record match. It does not, by itself, establish that you committed an offence or have been convicted. A similar or identical name can trigger verification.
Follow the return date and instructions given by NBI. Its Citizen’s Charter distinguishes applicants who can proceed to printing from those who must return for release or undergo a Quality Control interview. A hit therefore does not always mean the same processing time or requirements. National Bureau of Investigation
If NBI identifies a case:
- Ask for the case details and documents needed for verification.
- Check whether the record actually concerns you.
- If the case is yours and has been resolved, obtain certified copies of the relevant disposition from the court or office holding the record.
- Submit the documents through NBI’s instructed verification process and retain proof of submission.
Depending on the issue, useful records may include a dismissal order, judgment of acquittal, or certification of finality. Ask which documents are needed before paying to obtain copies.
A resolved case does not justify concealing it or inventing a different identity. Equally, correcting an inaccurate association is different from asking NBI to erase an accurate historical record.
Can the Data Privacy Act help with incorrect information?
Section 16(d) of the Data Privacy Act of 2012 recognizes a right to dispute inaccurate personal information and seek correction, subject to the law’s applicable limitations.
This is not an automatic right to delete criminal records or bypass official proceedings. The National Privacy Commission explains that rectification does not replace a required court order or another legally prescribed correction process. privacy.gov.ph
For an unresolved error, submit a clear written correction request to NBI. Identify the disputed information, attach supporting evidence, and keep the acknowledgment and response. If a privacy issue remains unresolved, consult the National Privacy Commission about the appropriate remedy.
Renewal and applications from abroad
Online renewal
The official portal offers online renewal with delivery and currently advertises it for clearances issued October 16, 2016 onward, subject to system verification. Registering an account using an older clearance number is a separate feature and does not necessarily establish eligibility for delivered renewal. Start from the official portal. clearance.nbi.gov.ph
Applying while overseas
NBI publishes a separate process involving NBI Form No. 5, properly taken fingerprints, a recent photograph, a passport copy, and submission by mail or a designated representative.
The published instructions specify a 2×2 photograph with a white background taken within the preceding three months. Fingerprints must be rolled impressions, with the fingerprinting officer’s identifying details, signature, and office seal.
Check the NBI overseas application instructions and your Philippine embassy or consulate’s current requirements before sending documents or money. Overseas applications are processed through NBI’s Mailed Clearance Section; embassy fingerprinting assistance is not itself issuance of the clearance. National Bureau of Investigation
Records to preserve and common mistakes to avoid
Keep copies of your application, reference number, receipts, appointment details, clearance, supporting records, and correspondence. For a disputed record, retain certified case documents and proof that NBI received them.
Avoid these mistakes:
- Confirming incorrect information without reading the screen;
- Using renewal when personal information needs correction;
- Assuming payment guarantees immediate release;
- Treating a hit as proof of guilt;
- Editing, erasing, or digitally altering an issued clearance;
- Paying a fixer who promises to remove a record; or
- Sharing passwords, OTPs, or full identity documents through unofficial channels.
When help is urgent
Contact NBI promptly if a mistake or delayed verification threatens an employment, visa, or licensing deadline. Preserve the receiving institution’s written deadline and ask whether it will temporarily accept proof of processing; acceptance is its decision.
Seek legal help promptly if NBI identifies an actual warrant, a case you do not recognize, suspected identity misuse, or conflicting court and identity records. A lawyer can help determine the correct court, agency, and documentary remedy. Ask the Public Attorney’s Office about assistance if you may qualify.
Frequently asked questions
Can I receive my clearance on the same day?
Possibly, if verification is completed without a hit or another issue. Do not treat same-day release as guaranteed.
Can I renew a clearance containing a wrong birth date?
Seek correction first. Renewal should not be relied on to repair an identity error.
Must I get an affidavit of discrepancy?
Not automatically. Ask NBI what evidence it requires. An affidavit does not itself amend a birth certificate, court record, or NBI database entry.
Can someone else complete the application for me?
Do not assume an authorization letter replaces personal biometrics for an ordinary local application. Applicants abroad have a separate representative procedure under NBI’s published instructions.
How do I check whether my clearance is valid?
Check the validity information on the document and use the clearance-verification service linked from the official NBI portal. Also confirm the receiving institution’s requirements before submission. clearance.nbi.gov.ph
