Quick answer
To obtain an NBI clearance, apply through the official NBI clearance portal, complete your personal information, choose a branch and appointment, pay through an authorized channel unless exempt, and attend for identity verification and biometrics.
To correct an error, contact the NBI clearance office or National Clearance and Identification Center (NCIC), identify the incorrect entry, and present documents proving the correct information. A misspelled name, a namesake “hit,” and an outdated criminal-case record require different action. A hit does not, by itself, establish that you committed an offense. How to apply for an NBI clearance
1. Register and review your information carefully
Use the official portal and an email address and mobile number you control. Enter your name, birth details, and other information accurately. Pay particular attention to compound first names, middle names, suffixes, and civil status.
Choose your branch and available appointment, then save the transaction reference number. Pay only through a channel offered by the system and retain the receipt. Check that the payment has been credited before your visit. National Bureau of Investigation
2. Prepare your identification documents
The NBI’s 2025 Citizen’s Charter handbook lists an original PhilSys ID (National ID), or two original valid IDs for Filipino applicants. Listed alternatives include a passport, driver’s license, PRC license, UMID, and certain other identification documents. It also lists an authenticated PSA/NSO birth certificate and a school ID accompanied by a current registration card.
Some NBI webpages still instruct applicants to bring two IDs. Bringing a second accepted document, if available, is a practical precaution. Confirm acceptance beforehand if your documents are unusual or your identifying details differ.
For new foreign applicants, the handbook requires an original and photocopy of a valid passport and directs application to the NBI Main Office or a regional or district office for manual fingerprinting. nbi.gov.ph
3. Attend your appointment
Bring your reference number, payment receipt, and required identification. At the branch, staff capture your photograph, fingerprints, and signature.
Check the displayed information before printing. Examine the issued clearance before leaving, including your name, birth details, photograph, and any remarks. Report discrepancies immediately. National Bureau of Investigation
Fees, processing time, and validity
The 2025 handbook lists ₱130 for the clearance plus ₱30 for the electronic-payment convenience fee, or ₱160 for the ordinary application described there. Delivery and special arrangements may involve separate costs; check the amount displayed for your transaction.
Applicants without a hit may receive their clearance during the visit. For specified “with hit” applications, the handbook provides a return period of 15 working days, with a Quality Control interview where necessary. Follow the actual release date and instructions issued by your branch; do not plan around guaranteed same-day release. nbi.gov.ph
An NBI clearance is generally effective for one year from issuance. Check its printed validity and the receiving organization’s requirements: an employer, embassy, or licensing authority may require a more recently issued document. An official Commission on Appointments checklist likewise identifies NBI clearance validity as one year. CabSec Checklist
If you miss your appointment, contact the selected branch or official help desk promptly. Verify your transaction’s status before paying again.
Free clearance for qualified first-time jobseekers
Republic Act No. 11261, the First Time Jobseekers Assistance Act, includes NBI clearance among covered employment documents. The benefit is available once; being a first-time NBI applicant alone does not establish eligibility.
DOLE’s implementing guidance requires a Filipino citizen actively seeking employment for the first time, locally or abroad, certified by the barangay where the applicant has resided for at least six months. The benefit may be availed of within one year from issuance of the barangay certification, for one copy of each covered document or transaction. Supreme Court E-Library
Use the NBI first-time jobseeker portal. Prepare the original barangay certification, the barangay-issued Oath of Undertaking, and the required identification. The dedicated NBI Citizen’s Charter page also describes registration assistance for applicants without an online application; check arrangements at your intended branch. nbi.gov.ph
How to correct your NBI clearance
Start by identifying which record is wrong.
| Problem | Appropriate starting point | Documents to prepare |
|---|---|---|
| Incorrect information in your application or printed clearance | NBI clearance office or NCIC | Erroneous clearance or screenshot, reference number, IDs, and supporting civil-registry records |
| A possible namesake match | NBI verification or Quality Control personnel | IDs and documents distinguishing your identity |
| Your own case is shown with an outdated status | Court or prosecutor holding the case record, followed by NBI | Certified disposition and other relevant official records |
| Your birth or other civil-registry record itself is incorrect | Local civil registrar or appropriate consular office; legal assistance where necessary | Existing civil-registry record and evidence supporting correction |
These documents are a preparation guide. The office handling your particular discrepancy may require additional proof.
Correcting an application or printing error
If the portal permits editing before processing, correct the entry and review the saved information. If a field is locked, payment has already been made, or the clearance has been printed, seek NBI assistance before creating another transaction.
In a written request:
- Identify your application reference number and clearance number, if issued.
- State the incorrect entry and the exact correction requested.
- Attach relevant proof, such as your PSA birth certificate, marriage certificate, corrected civil-registry record, or court order.
- Ask whether you must appear personally, obtain a replacement clearance, or make another application.
- Keep proof of submission and follow-up instructions.
In an official March 2026 response, the NBI directed clearance-system correction concerns to NCIC and the Clearance Help Desk. It explained that the FOI platform handles access-to-information requests rather than transactional corrections. Use the official NBI contact page for current clearance-assistance channels. foi.gov.ph
Do not assume every correction is free or subject to a fixed turnaround. Ask the handling office to confirm the applicable process and any official charge.
Correcting a civil-registry problem
An NBI correction does not amend your PSA birth certificate or legally establish a disputed name, birth year, or civil status.
Under Republic Act No. 9048, as amended by Republic Act No. 10172, specified clerical errors and certain first-name changes may follow an administrative civil-registration process. The amended law also covers qualifying clerical errors in the day or month of birth or recorded sex. Other changes may require judicial proceedings.
Consult the civil registrar about the correct route. An affidavit explaining that two names refer to the same person does not, by itself, amend the underlying civil-registry record. See the PSA’s administrative-correction guidance. Philippine Statistics Authority
What to do if your application has a “hit”
A hit means the application needs further checking against a possible record match. It may involve a namesake or a record actually relating to you.
Follow the scheduled return date. If referred to Quality Control, attend the verification interview and answer accurately. The NBI’s published process provides for an interview based on the associated derogatory record before release where further clearance is needed. National Bureau of Investigation
For a suspected namesake match, ask what identifying information needs verification and what documents will distinguish you from the person on record. Do not change your name’s spelling or omit a suffix to avoid a match.
If the record concerns your own case:
- Identify the court or prosecutor, case number, and status requiring verification.
- Obtain certified copies of the relevant dismissal order, judgment, or prosecutor’s resolution.
- Ask whether a certificate of finality or another status certification is needed.
- Submit the records through the NBI’s instructed verification process and retain acknowledgment.
A provisional dismissal, final dismissal, acquittal, and completed sentence have different legal consequences. Do not assume a case has permanently ended merely because it is old or inactive. Have a lawyer examine an unclear disposition.
If an outstanding warrant may exist, seek legal assistance urgently. NBI clearance screening can lead to verification and enforcement of an actual warrant. Supreme Court E-Library
Your rights when personal information is inaccurate
Section 16(d) of the Data Privacy Act of 2012 recognizes the right to dispute inaccurate personal information and seek correction, unless the request is vexatious or otherwise unreasonable. It also addresses notifying previous recipients of an established correction upon reasonable request.
However, the National Privacy Commission explains that rectification does not bypass a court order or another legally prescribed correction process. A request to correct identity information is different from a request to erase an accurate criminal-history record. privacy.gov.ph
If a documented correction request remains unresolved, follow up with NCIC and, where appropriate, the NBI’s data protection officer. For a potential privacy violation, consult the NPC’s complaint guidance. Its published exhaustion-of-remedies requirement generally calls for prior written notice to the respondent and proof of inadequate action or no response within 15 calendar days from receipt.
That period is a complaint-related requirement, not a promise that every NBI correction must be completed within 15 days. privacy.gov.ph
Applying from abroad or renewing
Applicants abroad have a separate procedure involving NBI Form No. 5, properly taken fingerprints, a recent photograph, and passport documentation. The NBI publishes routes through mail or a designated representative.
Obtain instructions from the Philippine embassy or consulate handling your location and the NBI’s overseas-application guidance. Confirm the current submission address, payment method, representative’s authority, and return-delivery arrangements before sending documents. Allow time for both processing and international delivery. National Bureau of Investigation
For renewal, check eligibility through the official portal. If your details need correction or updating, obtain NBI instructions before using a delivery-based renewal option.
Records to preserve and mistakes to avoid
Keep a secure copy of:
- Your application, reference number, appointment confirmation, and receipt.
- The original erroneous clearance and relevant screenshots.
- Supporting IDs, civil-registry documents, and certified case records.
- Correction requests, acknowledgments, replies, and follow-up dates.
- Any employment, travel, or licensing deadline affected by the delay.
Avoid paying fixers, sharing your password or OTP, editing a clearance yourself, or submitting inconsistent information to bypass verification. Do not discard the erroneous clearance until the issue is resolved.
If a deadline is approaching, contact both NBI and the receiving organization promptly. Explain the documented delay and ask whether an extension or temporary proof of application is acceptable. Acceptance remains the receiving organization’s decision.
Seek urgent legal help if there is a possible warrant, identity theft, a disputed criminal record, or pressure to sign an inaccurate statement. Public Attorney’s Office assistance is subject to its eligibility rules; an IBP legal-aid office may also assess available assistance.
Frequently asked questions
Does a hit mean I have a criminal conviction?
No. A hit requires verification and can arise from a namesake match. A conviction cannot be inferred from the hit alone. National Bureau of Investigation
Can I correct everything online?
Do not assume so. Locked fields, printed clearances, identity discrepancies, and case-record issues may require NCIC assistance, supporting documents, or personal verification.
Will a dismissed case automatically disappear from NBI records?
Do not assume automatic updating or deletion. Obtain the official disposition and ask NBI what is needed to reflect the correct status. The legal effect depends on the actual order and procedural history.
Is an affidavit enough to remove a hit?
An affidavit alone does not guarantee clearance. NBI must verify the match; official identity documents or case records may be necessary.
Can I use a clearance with a spelling error?
Request correction promptly. Even a small discrepancy can prevent the receiving organization from matching the clearance to your identity.
Is free clearance available to every first-time applicant?
No. The exemption concerns qualified first-time jobseekers, supported by the required barangay certification. It is not a general exemption for everyone applying to NBI for the first time. Supreme Court E-Library
