Quick answer
Most NBI Clearance portal and appointment problems should be resolved by checking your existing transaction, preserving your reference number and payment receipt, and asking the NBI to verify the problem before creating another paid application. Start at the official NBI Clearance portal.
The correct next step depends on whether the issue involves account access, payment, scheduling, incorrect personal details, or record verification. A payment receipt does not by itself establish that your clearance is ready, and a “HIT” is not a finding of guilt.
For ordinary applications, follow the branch and transaction instructions shown in your account. The NBI’s office locator advises applicants to apply and pay online before visiting a clearance office. First-time jobseekers have a separate fee-free process and an assisted registration option. Start by identifying what went wrong
Before troubleshooting, save your transaction details. Then use this guide:
| Problem | First action |
|---|---|
| Cannot sign in or receive an OTP | Check the registered contact details and use the recovery or resend option actually offered by the official portal. |
| Payment deducted but transaction still pending | Compare the NBI reference number with the payment receipt; seek payment tracing before paying again. |
| No appointment dates or unexpected date displayed | Save a screenshot and ask the selected branch to confirm attendance instructions. |
| Missed appointment or need another branch | Ask whether the existing paid reference remains usable and whether a change is allowed. |
| Wrong name, birth date, or other personal information | Request correction with supporting documents before printing. |
| “HIT,” quality-control referral, or delayed release | Follow the NBI’s verification instructions and obtain the return date or next required step. |
| Renewal paid but no delivery update | Check the renewal transaction and delivery details; raise a tracing request through the official service used. |
These are troubleshooting steps, not guarantees that the NBI can transfer, refund, amend, or complete a particular transaction.
If you cannot log in, register, or receive an OTP
Check that you are using the correct email address and that you still control the registered mobile number. Look in your email’s spam folder where relevant, check mobile signal, and follow any countdown or expiry notice on the screen.
For a page that freezes or fails to load, try a current browser, a private browsing window, or another trusted connection. Save unsaved information first. If the problem persists, record the error message and the date and time it occurred.
Avoid repeatedly creating accounts to bypass the error. That can make it harder to identify which account contains your paid transaction.
If you have lost access to the registered email or SIM, seek assistance through the NBI’s official contact page. Explain that you need account recovery and ask what identity verification is required. Never give anyone your password or OTP.
If you paid but the portal still says “pending”
Check the transaction before making a second payment.
- Compare the NBI reference number in your account with the number entered when paying.
- Check whether the payment provider shows the transaction as successful, pending, failed, or reversed.
- Save the receipt, provider transaction ID, amount, payment date and time, and NBI account status.
- Follow any posting period stated by the payment provider or portal.
- If unresolved, ask the provider to trace the payment and ask the NBI to reconcile it against your clearance reference.
Distinguish the NBI application reference from the payment provider’s own transaction number. Include both in a private support request.
If you entered the wrong reference, paid twice, or paid after the displayed deadline, ask for written instructions on reconciliation or a possible refund. Do not assume that funds can automatically be moved to another application or that every duplicate payment is refundable.
For ordinary applications, the NBI’s published guide lists a ₱130 basic clearance fee, with a separate electronic-payment service charge. Check the amount actually displayed by the official payment flow before confirming. National Bureau of Investigation
If appointment dates are missing or you missed your schedule
No calendar, no confirmation email, or an unexpected date
Check the transaction record inside your official account. Save the selected branch, payment status, reference number, and any displayed date or attendance instruction.
If the screen is incomplete or inconsistent, ask the branch to confirm:
- Whether the application is valid and paid;
- When you may attend;
- Whether the displayed date needs correction; and
- Whether any further online action is required.
A missing email alone does not establish that an application failed. Equally, an unexplained date on the screen should not be treated as permission to attend whenever convenient.
Missed appointment
The NBI’s published application guide describes a 15-day grace period for paid transactions, but its wording refers both to paid status and the appointment window. Confirm the applicable last attendance date with your chosen branch, especially if you are near or beyond that period. National Bureau of Investigation
Do not interpret that guidance as an unlimited extension or permission to use any branch. Ask whether your existing reference remains usable before paying for another application.
Changing the branch or schedule
Use a change option only if the portal actually provides it for your transaction. Otherwise, ask the NBI whether the existing booking can be changed or must be replaced. Confirm the treatment of an existing payment separately.
For closures, holidays, or service interruptions, check official announcements and contact the affected branch before travelling.
If your personal details are wrong
Correct errors as early as possible. If the relevant field is editable, review the saved information afterward. If it is locked, ask the NBI to explain the correction process.
Prepare documents supporting the requested change, as applicable: valid identification, a PSA birth or marriage certificate, or an official correction document or court order. Ask which documents are necessary for your particular discrepancy.
At the branch, check the information presented for verification carefully. If the printed clearance contains an error, report it promptly and retain a copy.
Under Section 16 of the Data Privacy Act of 2012, a person may dispute inaccurate personal data and request correction, subject to the law’s qualifications. However, the National Privacy Commission explains that rectification does not replace a court order or another legally required official correction process. It cannot be used simply to erase an accurate record that the NBI lawfully maintains. privacy.gov.ph
If your application has a “HIT” or quality-control referral
A “HIT” requires record verification; it should not be treated as proof that you committed an offence.
Follow the return date and instructions given by the NBI. Its first-time-jobseeker Citizen’s Charter expressly distinguishes applications with a HIT from those requiring a quality-control interview and verification. National Bureau of Investigation
Ask what specific documents are needed. Depending on the issue, you may need identity documents or certified records showing the disposition of a case. Do not assume that dismissal, acquittal, or completion of a sentence has already been reflected in every relevant record.
If the stated return date passes, request a status update and the next required action. No intermediary can legitimately guarantee a favourable record-verification result.
First-time jobseekers: use the fee-free route
Republic Act No. 11261 expressly covers NBI clearance for qualified first-time jobseekers. The benefit is available only once; it is not a general exemption for everyone who is currently unemployed. The law also excludes beneficiaries of the JobStart Program and other laws providing similar exemptions for the covered documents or transactions. issuances-library.senate.gov.ph
Use the official first-time-jobseeker portal. Under the implementing rules, eligibility includes Filipino citizenship, actively seeking employment for the first time, and residence in the certifying barangay for at least six months. Benefit availment is valid for one year from issuance of the barangay certification. Secure the prescribed certification and execute the oath of undertaking. ldr.senate.gov.ph
The NBI’s first-time-jobseeker Citizen’s Charter lists the barangay certification and two acceptable identification documents. It also provides an assisted registration process for applicants without an online application. Ask the intended office about availability before travelling. National Bureau of Investigation
If a fee exemption is disputed, Section 14 of the implementing rules provides for a complaint to the agency head, who must act within three working days. An unresolved matter is referred to the Inter-Agency Monitoring Committee. This is a complaint-handling period, not a guarantee that clearance will be issued within three days. ldr.senate.gov.ph
Renewal and delivery problems need separate checking
Check whether you used the ordinary application process, online renewal, or another official renewal service. Appointment and delivery instructions may differ.
The NBI announced eClearance integration with the eGovPH Super App in July 2026 for eligible users. That announcement does not establish that every applicant qualifies or that a portal payment transfers to the app. Follow the eligibility and transaction instructions within the official service you use. National Bureau of Investigation
For delivery problems, preserve the delivery address submitted, order reference, courier tracking details, and payment records. Request tracing before purchasing another renewal.
How to request help or escalate a complaint
Start with the selected clearance branch or the NBI’s official contact channels. Use the office locator to identify the relevant office.
Keep the request factual. State:
- Your application reference and the service used;
- What happened and when;
- The payment status and supporting receipt, if relevant;
- Previous attempts to resolve it; and
- The specific action requested, such as payment reconciliation, attendance confirmation, correction instructions, or a release-status update.
Ask for an acknowledgment or case reference.
For alleged red tape, unexplained delay, or improper service requirements, use the Anti-Red Tape Authority’s official complaint channel and follow its current submission requirements. A complaint does not itself replace an NBI clearance or complete record verification. Anti-Red Tape Authority
Evidence to preserve and mistakes to avoid
Keep screenshots showing the error, transaction status, reference number, branch, and appointment details. Retain payment receipts, support correspondence, return slips, and a dated record of branch visits.
Avoid these common mistakes:
- Paying again before tracing the first payment;
- Assuming cancellation automatically produces a refund;
- Treating advice about one branch as a nationwide rule;
- Changing identity details to avoid a HIT;
- Posting unredacted IDs, receipts, or clearance records publicly; and
- Paying a fixer who promises guaranteed slots, immediate release, or removal of a record.
Send sensitive documents only through verified official channels and only when needed.
When help is urgent
If an employment, visa, or deployment deadline is close, contact the NBI promptly and separately ask the receiving institution whether it will allow an extension or temporary proof of a pending application. Acceptance is its decision; an NBI payment receipt is not automatically a substitute for clearance.
If money was sent to a suspected scammer, contact the bank or e-wallet immediately and preserve the messages and transaction details.
Seek legal assistance promptly if the problem involves disputed criminal identity, a warrant or criminal case, falsified records, or an unresolved discrepancy requiring formal correction.
Frequently asked questions
Can I walk in because the portal is unavailable?
Do not assume that a portal outage removes ordinary application requirements. Ask the branch for instructions. Qualified first-time jobseekers have an assisted registration procedure under the NBI’s published charter.
Should I create another account if I cannot access the old one?
Try recovery first, particularly if the old account contains a paid transaction. Ask the NBI how to proceed if recovery is unavailable.
Can I use my paid reference at another branch?
Confirm with the NBI before travelling. Payment alone should not be treated as authorization to change branches.
Can I get a refund after a duplicate payment?
Request reconciliation and a written refund determination. The answer depends on the transaction records and applicable payment arrangements.
Does a HIT mean I have a criminal case?
It does not establish that conclusion. Follow the NBI’s identity and record-verification process.
Can someone guarantee same-day release?
No one should promise that outcome before the NBI completes the required checks.
