Quick answer
Continuing Professional Development (CPD) remains a legal requirement for renewing a Philippine Professional Regulation Commission (PRC) Professional Identification Card (PIC). However, PRC currently accepts renewal with a CPD undertaking until 31 December 2026 for professionals who cannot present the required units. The undertaking postpones compliance; it does not erase the obligation. PRC states that compliance must be completed in the next renewal cycle. Supreme Court E-Library
The number of units and any exemption depend on your profession, renewal history, and applicable rules. Do not assume that every professional needs 45 units, that everyone needs exactly 15, or that a renewal appointment automatically extends an expiring card.
What the law covers
Section 10 of Republic Act No. 10912, the Continuing Professional Development Act of 2016, makes CPD mandatory for renewing the PICs of professionals regulated by PRC. Section 15 allows profession-specific requirements and procedures consistent with the law and its implementing rules. issuances-library.senate.gov.ph
This article concerns PRC renewal. If your profession is regulated through another authority, consult that authority’s rules.
Also distinguish ordinary PIC renewal from separate accreditation, specialization, or recognition requirements. Renewing your card does not necessarily satisfy every condition for a particular professional role.
How many CPD units do you need?
Check the rule for your exact professional category and renewal cycle before paying for training.
PRC’s published transition-period FAQ lists 15 units for many professions, but also identifies different requirements for some categories. For example, its table lists 10 units for chemical technicians and psychometricians, and 9 for dental technologists. The table is expressly labelled for 2024; use it as a reference and confirm whether a later board issuance governs your renewal. prc.gov.ph
Ask PRC or your profession’s CPD Council to confirm:
- The units required for your coming renewal.
- Any outstanding obligation from a previous undertaking.
- Which earning dates and activities are eligible.
- Any applicable reduction or exemption.
- Whether separate accreditation requirements apply to your intended work.
Keep the written response, especially if your card has been expired for years or you have signed undertakings in several renewal cycles. Avoid calculating your obligation solely from a seminar provider’s advertisement.
Renewing with insufficient CPD units
Under PRC Resolution No. 2200, series of 2026, acceptance of CPD undertakings is extended until 31 December 2026. The resolution anticipates full implementation of the CPD program beginning January 2027. Do not assume another extension will follow. prc.gov.ph
If you intend to use an undertaking:
- Use the undertaking provided in the official renewal process.
- Read the commitment before signing.
- Keep a copy of the signed document and submitted CPD records.
- Ask PRC to clarify any earlier outstanding units.
- Plan how to complete the obligation before your next renewal.
The undertaking deadline is different from your card’s expiry date. It does not extend PIC validity until the end of 2026, and it does not dispense with payment or other renewal documents.
If your appointment falls after 31 December 2026, obtain PRC’s guidance rather than assuming that booking or paying before the deadline secures eligibility.
Exemptions and special situations
First renewal and professionals working overseas
PRC’s transition-period guidance identifies newly licensed professionals at their first renewal and professionals working overseas as not covered by the CPD requirement during that period. These are transitional arrangements, not permanent statutory exemptions. prc.gov.ph
For overseas professionals, PRC’s 2025 Citizen’s Charter lists supporting documents such as a Department of Migrant Workers Overseas Employment Certificate, passport with working visa or permit, overseas employment contract, or foreign-company identification card. Confirm the documents accepted for your circumstances. Living abroad alone should not be treated as proof of overseas employment. prc.gov.ph
Senior citizens and persons with disabilities
There is no blanket senior-citizen exemption in the CPD law. PRC’s FAQ lists profession-specific arrangements for senior citizens and persons with disabilities, including reduced requirements in some categories. Check the applicable board rule and supporting-document requirements. prc.gov.ph
Other legal or international requirements
PRC’s transition guidance preserves requirements where a profession’s regulatory law specifies CPD units, and where international recognition arrangements require CPD. A domestic renewal concession should not be assumed to satisfy foreign licensing or recognition conditions. prc.gov.ph
What activities can earn CPD credit?
CPD is broader than paid seminars. Republic Act No. 10912 recognizes formal, nonformal, informal, self-directed and online learning, as well as professional work experience. Recognition and validation still matter; completing an activity does not automatically establish a particular number of units. Supreme Court E-Library
PRC announced that Resolution No. 2165, series of 2026, took effect on 10 May 2026. It revises the framework for recognizing, validating and accrediting self-directed learning, professional work experience and informal learning, with emphasis on demonstrated learning outcomes. Before enrolling or applying for credit:
- Check the provider and specific program through PRC’s CPD Accreditation System.
- Verify the profession covered and approved units.
- For workplace or independent learning, consult the latest guidelines and forms.
- Preserve evidence showing what you learned and how you applied it.
- Allow time for evaluation; do not rely on an unapproved application at your renewal appointment.
Consult PRC’s current CPD issuances rather than relying solely on older activity matrices or application instructions.
How to renew your PRC card
PRC generally gives PICs a three-year validity period and directs applicants to its online services for renewal. Follow the expiry printed on your card and arrange renewal early enough to address missing requirements. Professional Regulation Commission
1. Check your records
Confirm your registration number, name, profession and card details. Resolve discrepancies before submitting an application.
2. Apply through the official portal
Use PRC Online Services. Complete the renewal transaction, follow the payment and appointment instructions, and save the system-generated application and confirmation.
3. Prepare the supporting documents
PRC’s requirements include the generated application and validated CPD certificates or CPDAS records, or an undertaking where allowed. Additional documents may apply under your profession’s law, including a certificate of good standing or a real-estate surety bond. prc.gov.ph
4. Follow the appointment and release instructions
Bring the documents required by the selected office. If someone will transact for you, PRC distinguishes between a registered professional representative, who needs a valid PIC or e-PIC and original authorization letter, and a nonregistered representative, who needs a valid government ID and original Special Power of Attorney. Professional Regulation Commission
Dual citizens should also check PRC’s citizenship-document requirements on its renewal page.
Fees and late renewal
PRC publishes these ordinary renewal fees:
| Professional category | Annual fee | Three-year total |
|---|---|---|
| Professions requiring a baccalaureate degree | ₱150 | ₱450 |
| Professions requiring a non-baccalaureate degree | ₱140 | ₱420 |
Its FAQ also states a surcharge of ₱30 or ₱28, respectively, when renewal occurs twenty days after the birth month. For an overdue card, obtain the actual assessment; do not assume the ordinary three-year fee covers every amount due. Professional Regulation Commission
An application, payment receipt or appointment confirmation should not be treated as proof of a renewed license. If your card expires while renewal is pending, ask PRC what document establishes your current status before undertaking work that requires a valid license.
Records to preserve and mistakes to avoid
Keep a folder containing your card, application, receipts, appointment confirmation, CPD certificates, CPDAS records, undertakings, exemption evidence and correspondence with PRC.
For learning-credit applications, retain relevant programs, completion records, work outputs and evidence of learning. Protect confidential client or patient information when preparing supporting materials.
Common mistakes include:
- Using an old undertaking deadline.
- Treating an undertaking as permanent exemption.
- Buying training without checking its accreditation and professional coverage.
- Assuming unemployment, retirement or residence abroad automatically removes CPD obligations.
- Forgetting profession-specific renewal documents.
- Using altered or purchased attendance certificates.
Section 16 of Republic Act No. 10912 addresses CPD fraud. A professional adjudged guilty may face suspension or revocation of registration or specialization credentials, alongside consequences under other applicable laws. Supreme Court E-Library
When help is urgent
Contact PRC promptly if expiry threatens your employment, an overseas deployment, signing authority or a licensing-dependent assignment. Explain the exact deadline and ask for written guidance.
If renewal is refused, request the specific deficiency and governing rule. Seek legal assistance promptly if the issue involves suspension, revocation, alleged fraud or a formal notice with a response deadline.
For CPD questions, PRC’s current extension announcement gives cpdd@prc.gov.ph as the contact address. Professional Regulation Commission
Frequently asked questions
Can I renew without complete CPD units in 2026?
PRC currently accepts an undertaking until 31 December 2026, subject to the other renewal requirements. The CPD obligation remains.
Do all professionals need 15 units?
No. Many categories appear at 15 in PRC’s transition guidance, but professional categories and applicable legal requirements differ.
Can online learning or work experience count?
Potentially. Credit depends on the applicable recognition, validation and accreditation process; attendance hours or years of work are not automatically equivalent to approved units.
Does signing an undertaking cancel earlier missing units?
No. Preserve earlier undertakings and ask PRC to confirm the outstanding obligation.
What should I check for a 2027 renewal?
Check the latest PRC and board issuances. The verified extension ends on 31 December 2026, and Resolution No. 2200 anticipates full implementation beginning January 2027.
